Deputy Chief, New Mexico State Police | Trailblazer in Law Enforcement Leadership

Deputy Chief Carolyn Huynh

Deputy Chief Carolyn Huynh has 21 distinguished year’s of service with the New Mexico State Police and is a pivotal figure in law enforcement leadership. A graduate of the New Mexico State Police 70th Recruit School in 2003, she began her career in Vaughn, New Mexico, demonstrating a commitment to protecting and serving her community. Shortly after, she advanced to the Investigations Bureau, where she conducted and oversaw hundreds of high-stakes investigations, including Crimes Against Children, Sex Crimes, Violent Domestic Abuse, Homicides, and Narcotics. Her expertise also extended to coordinating statewide operations, fostering partnerships with law enforcement agencies, government organizations, and community leaders to make lasting, positive impacts throughout New Mexico.

In 2012, Deputy Chief Huynh was promoted to Sergeant of the Training and Recruiting Bureau. She distinguished herself as a Master Instructor in Domestic Violence and a recognized subject matter expert, frequently called upon to testify on legislative reforms. During this time, she was also elected President of the New Mexico State Police Association (NMSPA), a testament to her peers’ confidence in her leadership. Her presidency concluded with her promotion to Lieutenant in the Investigations Bureau, where she led teams in solving and managing some of the state’s most complex and violent criminal cases.

In 2018, Deputy Chief Huynh achieved a historic milestone by becoming the first female officer in the history of the New Mexico State Police to attend the prestigious FBI National Academy Executive Leadership Program in Quantico, Virginia. The following year, in April 2019, she shattered another glass ceiling by being appointed the first female Deputy Chief of the New Mexico State Police, a role in which she continues to inspire and lead with vision, strength, and dedication.

Deputy Chief Huynh earned her Bachelor’s Degree in Business Administration with a focus on General Management from the University of New Mexico’s Anderson School of Management. Her leadership extends beyond policing, as she was appointed by Governor Michelle Lujan Grisham as Chairperson for the Extreme Risk Firearms Protection Task Force, where she advocates for policies to enhance public safety across the state.

As the first woman to achieve the rank of Deputy Chief in the New Mexico State Police, Deputy Chief Carolyn Huynh exemplifies excellence, innovation, and service, making her a beacon of inspiration for law enforcement professionals nationwide.

Chief Beth Johnson

Beth Johnson is a seasoned law enforcement leader with over 30 years of dedicated service. Her career began in 1994 as a Community Service Officer and Police Dispatcher for the Arcata Police Department while attending Humboldt State University. During this time, she also served as a Firefighter/EMT with the Arcata Volunteer Fire Department, exemplifying her commitment to community safety and service.

Beth’s law enforcement journey took her to the Bay Area in 1999, where she joined the Walnut Creek Police Department. Over 21 years with WCPD, she excelled in roles such as detective specializing in crimes against children, Field Training Officer, firearms instructor, and Community Policing Team member. Her leadership capabilities were recognized through successive promotions to Sergeant, Lieutenant, and eventually Captain at Martinez Police Department, where she oversaw Operations and Support Services. In 2022, Beth was appointed Chief of Police for the Novato Police Department, leading a team of over 90 sworn and professional staff. She now serves as Interim Chief of the Fulton-El Camino Parks and Recreation Police Department and Interim Director of Campus Safety for St. Mary’s College.

A highly regarded California POST instructor, Beth focuses on leadership development, strategic planning, and effective communication. She has been a keynote speaker for prestigious organizations, including the California Police Chiefs Association and Women Leaders in Law Enforcement, while also consulting through her business, Phoenix Rising Leadership, LLC. Her work extends to organizing team-building workshops and mentoring future leaders in law enforcement.

Beth holds a Master’s in Business Administration with a concentration in Public Administration and a Bachelor’s of Science in Criminal Justice Management. A graduate of the Executive Leadership Institute at Claremont Graduate University, she has served on the California Police Chiefs Association Board of Directors and is a founding member of the Women Leaders in Law Enforcement Foundation and its Mentoring Program.

Beth’s extensive experience, academic achievements, and passion for leadership make her an inspiring figure and advocate for personal and professional growth within the law enforcement community.

Marine Corps Veteran | Law Enforcement Officer | Inspirational Speaker

Officer Ann Marie Carrizales

Ann Marie Carrizales is a trailblazer in law enforcement, a decorated U.S. Marine Corps veteran, and an internationally renowned speaker dedicated to empowering others through her story of resilience, courage, and service.

After enlisting in the U.S. Marine Corps in 1991, Ann graduated as an Honor Graduate and was meritoriously promoted. She excelled in military police roles, including criminal investigations, undercover assignments, and leadership as a marksmanship instructor. Ann also made history as the first woman to represent the Marine Corps in amateur boxing, earning a spot in the All-Marine Boxing Hall of Fame and a #2 world ranking as a member of the Women’s U.S. International Boxing Team.

Ann transitioned to civilian law enforcement in 2010, serving with distinction at the Stafford Police Department in Texas. As a Field Training Officer, police instructor, and crisis negotiator on the regional SWAT team, she earned consecutive “Officer of the Year” honors. Her bravery and determination were tested in 2013 when she survived a shooting during a traffic stop involving violent gang members. Despite being wounded, Ann pursued and helped capture all three suspects. Her heroism garnered national recognition, including a Congressional Badge of Bravery and numerous other awards.

Today, Ann serves with the Meadows Place Police Department and is a sought-after trainer and speaker. She is the creator of “The Fight After the Fight” series, which provides critical training and support for first responders dealing with post-traumatic stress. Ann’s inspiring message of perseverance and strength continues to impact audiences worldwide.

Officer Ashley Ferris (Ret.)

Ashley Ferris is a retired law enforcement officer with a decorated career of service, resilience, and dedication. Serving with the Lakewood Police Department in Colorado from 2018 to 2023, Ashley quickly became a standout officer, earning more than 15 prestigious awards, including a Purple Heart, multiple Medals of Valor, and recognition as the 2022 Law Enforcement Officer of the Year by both the American Police Hall of Fame and the Colorado Association of Chiefs of Police.

Before her law enforcement career, Ashley served as an Intelligence Analyst in the United States Army, where she developed critical skills that would later shape her approach to policing. In 2021, during a critical incident in the line of duty, Ashley was seriously injured, leading to her medical retirement in 2023. However, her commitment to service has only grown stronger.

Ashley is the founder of A Fighting Chance LTD, an organization dedicated to training and supporting law enforcement officers nationwide. As a National Law Enforcement Instructor with the Institute for Intergovernmental Research, she travels across the country to share her story, lessons learned, and insights from her critical incident, inspiring officers and communities alike.

Today, Ashley Ferris continues to serve by empowering others through training, outreach, and advocacy, embodying the spirit of resilience and dedication to public safety.
